FCC Sets Rural Radio Rulemaking
WASHINGTON -- April 21, 2009: The FCC has issued a notice of proposed rulemaking designed to promote rural radio service and streamline allotment and assignment procedures. One element of the proposal would change the rules on "first local transmission service" and make it more difficult to take a broadcast license from a rural area and move it into a suburb of a larger market.
Acting FCC Chairman Michael Copps said in a statement released with the NPRM that the current rule "gives applicants a Section 307(b) priority if they can find a small suburb of a large city that does not yet have a station formally licensed to it and they can convince the commission that the suburb is sufficiently independent to warrant its own radio service. An applicant wins the game if it can convince the commission to give it a preference for providing 'first service' to the small suburb while blanketing the larger market with a powerful signal."
Copps said the desire to move to a larger market is understandable and may serve the public interest, but the FCC's analysis "must be far more rigorous and examine the broader interests at stake."

I think it's a good idea. When I was starting out I looked at a map and shocked to see the number of counties in Missouri without a radio station. Being the enthusiastic young broadcaster that I was...and still am...I told our GM that if I became rich I might put a signal in all of those unoccupied markets.

I believe a station should be required to a certain extent serve the city of license where they are located.over half our Joplin Pittsburg stations have another city of license. I know the money is in the larger city but that's not the point, they could required to have some programing each week serving the local city of license, could be a sporting event, or local news about the city.they could sell more local adds.
In this area KDMO 1490 Carthage does an excellent job serving their community, also in Neosho MO KBTN 1420, KVIS 910/KGLC FM 100.9 in Miami OK, and in Buffalo MO KBFL 99.9.
