As you read the article, marvel at the great design of the water system in California (NOT the man made one).  God built the mountains such that the snowpack melts slowly enough to supply the crops just at the right time...all summer long.

The very reason California has had water shortage is because they outlawed man-made reservoirs back in the 70's lead by then Governor Jerry Brown........The record rain fall so-cal has had this year and year past had no where to go but run-off.
