KCWE-TV, Channel 29, sister to KMBC-TV, Channel 9, plans to turn off its analog transmitter early.  The December 15 turn off is two months prior to the mandatory transition from analog to digital.  Meanwhile, KMBC has an application to get its DTV channel changed from Channel 7 to Channel 29.  KCWE will use DTV Channel 31.  Both stations share the same tower in Southeast Kansas City.  If required to use Channel 7, KMBC would be the only TV station in KC to use a VHF channel.

KMBC was never going to use 7 post transition.  KQTV will be getting DT-7.  KMBC had originally elected to go back to 9 for its DT but changed its mind due to viewer complaints that they could get everyone else's digital channel, all of which are on UHF.  The FCC has already granted KMBC's application to use DT-29 instead of DT-9.

From what I've heard through the grapevine, 29's analog transmitter was going to be refit for digital but was either in disrepair and/or will need more overhauling than originally thought.  Hence, KCWE will shut down analog early so 29 can be ready for KMBC by February 17.

Perhaps I should have clarified about KMBC using Channel 7.  Channel 7 was the pre-transition channel used by KMBC.  As you indicated, because of viewer complaints, the decision was to go UHF.  There were also a lot of complaints from antenna installers that extra provision had to be made (more costly) to accommodate only one VHF channel in a market that otherwise was all UHF.  The analog Channel 29 transmitter has to be retro fitted for digital use.  Interestingly, one antenna manufacturer, Channel Master, has just released a new antenna to accommodate a mixture of High Band and UHF markets.  Its Model 2016, usable up to 35 miles. This antenna should work well in the Joplin, Pittsburg area.
